You should ask Javascript (React/angular)+WebAPI or ASP.NET Core MVC, and more over asp.net core is now unified meaning same mvc project can be used to make APIs, so your question is invalid for present perspective. Also, .NET Core is a very vast term, its a framework that includes all workload console, web (asp.net core, Asp.net core razor, Blazor etc), Desktop app. Asp.Net Core web api is built over .NET Core so there is no comparison.
