if we want to establish own cloude computing server like, AWS, IBM Cloud, Google Cloude. Microsoft Azure....

what is the Hardware Requirments for Clode Server ?

Which type experience faculty required for it to handle the Cloud Server ?

and which type other requirments need to do this all ?

So the great thing about Cloud Servers is which I think you mean Virtual Machines that you can customize them and reconfigure them as you go. You don't start with the maximum required from Day 1. You start with the minimum requirements and being in the cloud all resources (Memory Storage network bandwidth processing databases) can be adjusted automatically based on demand. Means if your demand is low nothing will change but if you demand increases it can increase automatically. Experience required by the person who is managing Cloud Server is understanding of various configurations cost optimization reports etc. Which is nothing hard if you start learning. Having certification also helps to learn and understand various aspects of the cloud. First thing you need to decide is what kind of Cloud services do you need - IaaS Paas or SaaS. If you are going with PaaS and SaaS you don't need much knowledge of hardware. Even a software developer can configure them with little bit of learning. IaaS requires undersntanding of hardware.
