In simple word its access modifier. For example if you declare one variable with public modifier in some class A then you can use that variable everywhere. Other example like If you declare variable with private modifier in Class A and you want to use in Class B they it not possible to access in class B. That variable is only accessible in Class A as it has private variable. Hope answer the question.

Its nothing about accessibility means if there are access modifiers in front of a members and there are access modifiers on containing class and namespace then they work in combination. If there is a public member of private class then as you cant see the class, you can also not see the public members of that class.
