Using a browser to display report from windows application (Offline)

Have just finnished a windows application. I don't want to use crystal report. Can I use a browwer (Internet Explorer) to display a parameter based report from my database (SQL 2000 Server) Offline?
If its possible, can you please furnish or direct me to the resources or materials where I can get the procedure to achieve this task?
