Upload .csv and validate thru database & internal conditions

I have 1 csv file in that I have 100000-200000 records. My requirement is to add some data(5 columns) from database accoring to ID from .csv file and then validate some conditions.
If any condition fails then show the error with ID.
How can I achieve this requirement ?
