Remote desktop login issue

Server is 2016 and client is win 8.
 
while trying to take the client pc on remote getting the following error "to sign in remotely you need the right to sign in through remote desktop services".
 
tried adding the user to remote desktop users group and local policy update. but still the issue is not solved.
Kindly suggest
