Reiceive Telephone Calls On PC

Hallo!I would like to develop an application which recognise incoming telephone calls (the phone number from which call came) and insert that number in an TextBox.This is the first step.After that i would like to upgrade this simple application and create an application from which someone can call phone numbers and receive calls.Can anyone help me at the first step?
