problem using multiple panel in the same window

hi

I am working on windows application .In which i am using 2 panel named New and Delete respectively. I want when user click on the particular button the panel get visible . but it never happens in my case only the panel New get visible But the panel Delete Not. i have set the visible property of both panel false initially. plz help me to solve this problem
