Is deleting or changing application settings possible?

Is there a way to change the name of a setting through code?  I have a setting in my application named "SMTP".  I would like to change it, or even delete the setting entirely if a end-user meets a certain criteria.  Is this possible through code?  If so, how could I go about that?  Thanks in advance.
