Do you want to use a console application or desktop application (such as WPF) or a website (such as ASP.Net Core)? I suggest learning Entity Framework (EF). Note that the article Create, Read, Update, and Delete (CRUD) with ASP.NET Core uses EF. Therefore if you are not ready to learn about ASP.Net Core then you can learn how to use EF in a WPF application, or even in a console application, and your knowledge of EF will be useful for nearly all types of applications. Using ASP.Net Core I was able to generate some CRUD pages using Visual Studio for a table (for me, it is a table of deliveries). VS did it all for me except I just defined the table. You should however understand EF and ASP.Net Core first. Therefore learning EF first is important.
