How To send a notification message to users of application

hello, Please consider this scenario. A Windows application(C#) is being used on 5 different machines. I want to lock that application but before locking I want to send notification message about locking of system to all 5 users who are currently using my application. How can this be achieved??? What functions or methos should be used??? Thank You.

Create a centralize log. Means your application will log when it is opened in any machine. How to achieve You can store data in centralize text file or in Database. When an user started the application it will log data that one user will login. Let's say another user started the application then you need to check the log file whether any data is there. If data is there then it is locked otherwise you can start.

Thank u so much Manas for this suggestion... Actually lock means restrict access to sql server and application. Before locking this application Admin wants to send notification message to all current users that "please save your current work system is going to lock after 5 min". Only admin can be able to lock system. So from server machine admin wants to send notification message to other users on different machines. How can this be achieved?????? I have stored user entries with their respective machine names but I m not able to send notification message to users. so please help me ....
