How to send a background notification with app closed ?

In my example I'm developing a windows application, I have a date in the database that I want to compare it to the current date , and if this date is passed the current date or for example less than a day , I need to send warning notification through email (or any kind of notifcation), even if the application is closed .... is this possible ? And how ?
