Help on two things: Upgrade & Merge files

I need help on a couple of things. First is help on checking for an upgrade through my site and prompting for update. Next is merging the upgrade with my program settings. I didn't understand the examples in the MSDN so I thought someone here will explain it better.

A note about the upgrading process is getting a database of pictures (I'm creating a Magic: The Gathering database) and merging that database with the existing ones.
