While installing composer version 2.1.2 on windows 10 with WAMP 3.1.0 install faced this error. I have downloaded ca bundles and set path (openssl.cafile) to ca certificate in php.ini file and have even tried other solutions on stackoverflow but issue is yet not resolved.
