Convert jpg and png format images into pdf and then upload using c#

I have to convert jpg and png format images into pdf runtime and then upload using c# by IFormFile? Please suggest, Should I go with ITextSharp or any other option?

I don't want to store file in wwwroot. Runtime I have to convert png or jpg file to pdf and then convert into byte [].
