cache.ini" file not updated in sharepoint wfe server.

As per many articles I have cleared the cache from: "C:\ProgramData\Microsoft\SharePoint\Config\" and update the value 1 in "cache.ini" file....and restarted the timer job ...in application server "cache.ini" got updated with automatic numeric value but in WFE server no changes reflected even though I have restarted the timer service in WFE server as well....what could be the wrong anyone could suggest please?? Summary of issue is,in WFE server "cache. ini" file and no new xml files are not getting generated eventhough I have restarted the timer service.
