C#: sending a fax...dialing rules?

Does anybody know how to implement dialing rules when sending a fax via
Microsoft Fax and C#? If not, does anybody know of an API call that lets you
pass a phone number and location and returns a phone number with dialing rules
applied?

I would like to configure a dailing rule and then simply pass a 10 digit number to the faxcomexlib.dll and have it format the number based on the specified rule. I can't figure out have to do this...it's buggin the crap out of me!!! ;)
