Asp.net WebPart Drag Drop not working in IE 11, IE 10, IE 9

Hi All,
      I have a <asp:WebPartManager> control in  my aspx page. When it is in Design mode we can able to drag and drop the webparts into any webpartzones.
   But I am not able to do that in IE 11, IE 10, IE 9 browsers.
 
Can anyone help me ?
