Add Service Reference is missing in VS 2017

Question

Hello I'm new to Mobile development. I'm trying to add a ASMX web service in my Xamarin project but Add Service reference is missing in the project folder. Please help me Also Blank app -> Xamarin.Forms -> Portable Class Library (PCL) the PCL feature is not available please help me Thanks in advance

Thanks for your quick reply. But Sir I'm trying to add a service reference to Xamarin Cross platform project not a PCL project the reference which was provided by you is for Andriod project. Please help me sir Thanks
