Open your Photoshop > click on the "File" in the Menu Bar and open an image then create a duplicate layer; do that by right-clicking on the layer and selecting "Duplicate layer".

Then click on "Image" in the Menu Bar option then select "Adjustments" > "Desaturate".

The Layer will show this type:

Create "Duplicate layer":

Then click on "Image" in the Menu Bar then select "Adjustments" > "Invert".

Set the "Blend Mode" to "Color Dodge":

Click on the "Filter" in the Menu Bar then select "Blur" > "Gaussian blur".

Then you will find this type:

Select the "Lasso tool" in the tool box and select "Eye".

Select the original layer in the Layer box and press "Ctrl+J".

One layer will be created; drag that layer with the mouse to the top of all layers.

After dragging the layer you will find this type:
Repeat this procedure for the left eye then press "Ctrl+E" for color adjustment.
